Conservation-Cum-Development Plan for Primitive Tribal Groups (PVTG) for the XI Five-Year Plan (Period: 2007-2012): Dongria Kondh Development Agency, Kurli, Rayagada

Abstract

The CCD plan during the 11th plan period (2007-12) is an ambitious programme for the total development of the PTGs. It aims at improving infrastructure and providing basic amenities within easy reach in the habitat of the PTGs and generating additional employment and income of the PTG people with a view to eliminate their poverty, elevate literacy level, ensure health and food security and enhance their quality of life and conserve their culture and enhance to developed their prospective aims and objectives.

The basic approaches of the CCD plan are:

1) Total development through an integrated approach by pulling resources from Central Govt and State Govt., 2) GO, NGO and PRI partnership to address the development needs of the PTGs. The Local NGOs will be invited to help extend their funds and functionaries for the PTG development programmes, principally on the IEC component, 3) People's participation in development process will be encouraged through the involvement of traditional institution, like Labour Cooperatives, youth dormitory, SHGs village council etc. 4) Basic infrastructure will be created and amenities like health, education, drinking water, connectivity will be made available to the PTG people within their easy reach, 5) Shifting cultivation land will be developed as orchards with spices to protect environment and provide employment and income, 6) Assistance for conservation and promotion of PTG traditions, like Labour Cooperative, village council awareness dance and songs and their up keepings, and Social security will be ensured through the provision of fireproof houses, grain banks and coverage of all families under Janashree Vima Yojana.
