Abstract: Promulgated by Government of India, Ministry of Tribal Affairs, the Scheduled Tribes and Other Forest Dwellers (Recognition of Forest Rights) Act, 2006is an epoch making legislation. This tribal friendly Act addresses the core and most critical problem confronted by the tribal in most part of the country. The Act envisages a number of provisions which, if implemented in letter and spirit, will enable the landless tribals to become legal land holders of such forest land which they have been customarily enjoying for considerable length of time. This Forest Rights Act has a number of provisions and procedures which are to be properly understood by the tribals for smoother and timely implementation of the Act. Besides, this Act in fact needs to be understood by all Government functionaries of four Line Departments, such as ST &SC Development Department, Panchayati Raj Department, Revenue and Disaster Management Department and Environment and Forest Department, who are involved actively in the implementation process. Similarly, it is equally important to make eligible tribal people and other Forest dwellers aware about various provisions and procedures involved in implementation process. Realizing the above mentioned issues, Government of India well as the State Government from time to time have issued circulars, instructions, guidelines, orders and executive Instructions to different Administrative Departments and Executing Agencies for smooth and timely implementation of the Act. SCSTRTI, a Nodal Tribal Research Institute of the country, has made a modest attempt to compile all the circulars, instructions, guidelines and Govt. Orders and Executive Instructions and bringing out these in shape of a Compendium. It is hoped that this Compendium will be used as a useful reference material by all the concerned Govt. Functionaries and will certainly go a long way in translating the provisions of the Act in to practice
