Abstract: The purpose of the study was to understand tribal development strategy and different tribal development programmes under implementation in the state under SCA and Article 275 (1), its outcome and identify gaps in planning, implementation and institutional constraints. The design of the study was observational in nature, comprising collection and analysis of both primary and secondary data. For collection of relevant data, the study used interview and focus group discussion method. The study was conducted in three scheduled districts of Odisha, namely, Koraput, Rayagada and Mayurbhanj. The blocks were selected based on interventions of ITDA and nature of projects implemented. The study covered seven blocks, i.e., two blocks in Rayagada, two blocks in Koraput and three blocks in Mayurbhanj district.
