Abstract: Tribal-A bulletin devoted to the study of the Tribal life and Culture of Andhra Pradesh is a half-yearly Journal with II volumes published with records. Here, we summarize a brief content of the journals third Volume, Issue 1, published in June 1965. In this volume, 6 papers constituting review and research work have been published. The first paper entitles Panchayat Raj by Sri B.R.K.Sastry an IAS officer. He represents the importance of Panchayats and its administrative duties. In ancient times, via Panchayats, common man directly participated to represent the government where citizens selected on the democratic franchise. However, this practice is misused and entrusted in a few countries. This phenomenon was due to 2 factors: one was with the growing complexity of the socio-economic system and secondly complexity of social organization the art of governance. Panchayat raj organization was devised to formulate schemes and patterns of activities be invented at as near as possible and that the maximum number of people should involve in the program which cannot be taken by the state and central legislative alone. With this system, it can be easy to find out faults with the system and point out various irregularities happening in the bodies. The paper summarizes the pros and cons of the panchayat raj bodies and suggested that time may be given to the institution to gout out and develop a convention of business and tradition of functioning before a final verdict is passed on. The second paper deals with the approach of tribal development by Sri. R. Dwarakanath. Summarizing in brief, the article describes the habitat of tribes in India and their development stages and their economy yield processes. He also explains the cultural gap among tribal and other sections of the population such as comparative isolation, low technological development, lack of historical depth and varied tradition. Even their characteristics, viewpoints, beliefs attitudes and practices have become an integral part of their very being. The author concludes the work in his own words as; The greatest problem is the development of synthesis that is how best to bring the blessings and advantages of modern science and technology without destroying the rare and precious value of tribal life not interfering with their way of life but helping them to live it. Dr. G.V. Sitapati's sole author of the paper - Virtue and Vice among the tribes - detailed more about the difference in virtue and vice which either does not arise in the case of a man who leads a secluded life. The concept focused was the ideological problem that clashed with social virtues such as the interest of the people-the question whether society sacrifices its interest for the welfare of the individual or the individual sacrifice its interest for the welfare of the society as a whole? A few examples are religion conversion, language adoption, livelihood, etc., Fourth article - Hill tribes in Visakhapatnam district - by Sri. M.Khasm Adeni, the author context gives the different tribes, their culture, food habits, religious agriculture practices residing in the Visakhapatnam hill region. The fifth article - Who is a Nomad - by Sri. V. Raghavaiah, the article details the actual definition for Nomad which has much meaning, yet the article has not completed but has a continuous version in upcoming issues. Lastly, R.Pratap gave his research findings in the paper - The culture affinity of Naikpods and Naikads. The articles delineate about the difference in cultural habitation and racial difference and conclude saying Naikpods and Naikads belong to the same stock, the difference lies in their language they speak which they practiced based on their living environment. And finally summarizes the news about package development program in Tribal development blocks, Titbits and Omens among Khonds.
