Abstract: The development of Primitive Tribal Groups (P.T.Gs. now called PVTGs) has received special attention of Government since the Fifth Plan period resulting in the emergence of micro-project strategy. The Central Government provided funds under Special Central Assistance for the implementation of various development programmes by State Government. In our State as many as 12 P.T.Gs. have been identified and 16 micro-projects were in operation at the time of preparation of this book. Each P.T.G. is unique in its socio-economic and cultural aspects, lifestyle, needs and aspirations and also in the ecological setting. It was, therefore, decided to formulate action plan, based on techno-economic survey for each P.T.G. with the expertise of technical experts, known as Project Consultants from various sectors in collaboration with the Director and Research Personnel of THRTI. The principal objective of such an exercise was aimed at formulation of action plan for sustainable development within a specific time frame through utilisation of both natural resources and human resources, keeping in view their present level of development. The present volume which is first in the series is devoted to the Kutia Kandha, a primitive tribal group inhabiting Belghar area of, Phulbani (Kondhmal) district. The action plan for their development highlights location specific programmes based on their felt-needs of and utilisation of local resources available. A well-thought out multi-sectoral and holistic package of development programmes with agriculture and horticulture as the core have been suggested for their all-round development which may ultimately boost confidence among them to stand on their own and promote self-sustenance. It Is hoped that this book will be of immense use for scholars and all those who are associated with the development of the Kutia Kandha and similar other primitive tribal groups. In addition, it will serve as a source book while formulating annual action plan for implementation.
