A Study of the Utilization of Reservation for the Scheduled Tribes in Government Jobs

Abstract

The broad objective of the study is to assess the utilization of various enactment and executive orders by the Scheduled Tribes in procuring jobs in the State and Central Government as well as Public Sector Undertakings as there are allegations of injustice being meted out to the STs in appointments and creating backlogs. It aims to find out the current status of employment among STs against reserved vacancies and promotions and the possible factors behind it. The study also seeks to delineate inhibiting factors for not filling up of the reserved posts and suggests measures to improve the situation. The area of the study embraces 23 districts of Assam 21 plains district and 2 hills district covering the 29 Scheduled Tribes of Assam. As the Constitution of India provides for reservation of posts in services in favor of Scheduled Tribes under the State and Central Government as well as PSUs, the respective Governments too have taken up steps to discharge their Constitutional obligations through enactments and orders. Therefore this study that relies on hypothesis testing as well as case study analysis of data collected from various State and Central Government or PSUs, shall be a kind of eye opener to the context of job reservation for STs, and the various issues encircling it.
