Evaluation Study on NGOs Working for SC ST People of Assam

Abstract

A large number of schemes are being implemented by the Non Government Organisations pertaining to education, health, income generation programme, vocational training, medical care centre, mobile dispensary, etc. They primarily depend upon governmental funds for implementation of these schemes. Today NGOs role in Socio- economic development, particularly of backward and depressed sections of the society cannot be underestimated. Many NGOs are doing good work in the community. The Evaluation study is related to the NGOs working for the welfare and development of SCs and STs. Eight number of Non Government Organisations receiving Government grants covering the districts of Kamrup, Nagaon, Dibrugarh, Lakhimpur, Golaghat, Cachar and Karbi Anglong were selected for evaluation. The Sample cases show that functions like promotion of community health and nutrition, education, literacy, poverty alleviation, etc., are successfully performed by NGOs with strict vigilance from the sanctioning authority. The NGOs complain of lack of Fund and late sanctioning of funds which act as constraints to perform their activities. The NGOs also complain of facing bureaucratic hurdles while routing their files in the departments. The study has also found that some of the NGOs did not give due emphasis to include members from SC and ST communities in the Managing Committees. Even in the employment sector, there are no SC or ST employees. To make the NGOs work in a more vibrant manner, representatives from reputed NGOs may be invited to the State Advisory Committees of SCs and STs. Similarly, in the Panchayat bodies of village and district level, representatives of local NGOs may be included which will help in avoiding duplicity with regard to funds meant for rural development, poverty alleviation, education available with Central Ministries may be routed to the select NGOs through CAPART.
