An Intensive Evaluation Study of the Chandrapur Gaon Panchayat Level Samabai Samity Limited

Abstract

Initially the Tribal Research Institute, Assam had conducted an evaluation study on the working of the Gaon Panchayat Level Samities in the Tribal Sub-Plan areas and LAMPS in the hill areas of Assam. When this evaluation study was discussed in the Directors meet of Tribal Research Institutes across India, convened by the Ministry of Welfare, Government of India in New Delhi in the year 1984, The Tribal Research Institute, Assam was instructed to conduct an intensive evaluation study of a Gaon Panchayat Samabai Samity that has been successfully working in the Tribal Sub-Plan areas of Assam. The present report is an outcome of the same. This study is based on the Chandrapur Gaon Panchayat Level Samabai Samity Limited, which is one of the most successfully working Panchayat Samity in a Tribal Sub-Plan area of Assam. This Report comprises of a description of the successful functioning of the Samity, and analyses the causes and elements behind its success. Recommendations have also been made at the later part of the study. While it is expected that this study shall act as an eye-opener for other Societies or Samities working in the tribal areas of Assam, it is also felt that the Cooperation Department may initiate certain steps for revitalization of the existing sick Societies or Samities, based on the findings of this Report.
